Oral Liquid Suspension is a mild and effective method of keeping fleas under control.  But, for best results it needs to be used exactly according to the instructions and alongside the occasional use of a flea adulticide.  But, since Program Liquid for Cats is mild enough to be used in conjunction with other pet medicines and forms of flea control for cats this should not be problematic.
